Is this the same thing I saw about chat gpt being down too.? I didn't understand what cloud flare was.

Cloudflare is sort of a hosting/gateway site for other websites to use for security. Lots of big sites use it, which is why suddenly half the internet was down this morning.

It all seems fine now though.

It's not a good idea for Cloudflare to have such a monopoly on DDOS security (and other security). Take them down and most of the internet goes. Google and Youtube worked, and so did Discord.
